The title of the essay is “Processramen i upphandlingsmål – En analys av domstolens hantering av invändningar om kravbrister”.
The prize money is SEK 20,000 and was awarded during a ceremony in Stockholm on December 10. The supervisor for Hannes' thesis has been Vilhelm Persson.
The jury's motivation: "The essay highlights the procurement regulations' possibilities for review and the question of what room for maneuver the general administrative courts have to take into account contracting authorities' objections to the supplier's so-called lack of requirements in review cases. The paper is carefully and analytically conducted, and their own conclusions are presented in a concise and clear manner. He has also methodically and creditably reviewed the case law and principles relevant to the issue.”
