Administrative law in the Swedish understanding forms the field of law regulating the activities of public authorities and others carrying out activities within the public sector. As in other Nordic and continental legal systems, the field is commonly divided into two parts. General administrative law (allmän förvaltningsrätt) covers the common principles and legal provisions applicable as default rules. Also administrative court procedure has traditionally been treated as a part of general administrative law. Special administrative law (speciell förvaltningsrätt) provides rules applicable in special fields. The latter includes e.g. public order and safety law, environmental law, migration law, social welfare law and education law. The chapter describes the Swedish general administrative law, including administrative court procedure law, whereas some of the special administrative fields are treated in other chapters of this book.
